Futures Point to Higher Start

U.S. stock futures were slightly higher on Monday after last week's losses, as investors monitored the euro-zone debt crisis and awaited data on consumer spending.

About three hours before the start of trading, futures on the Dow Jones Industrial Average were up 22 points at 11903 and those on the Standard & Poor's 500 stock index gained 2.50 points to 1266.50. Nasdaq 100 futures advanced 8.25 points to 2216. Changes in futures don't always accurately predict early market moves after the opening bell.

The blue-chip Dow index slumped 1% on Friday, falling for a third consecutive trading day. It finished last week with a loss of 0.6%.

The economic calendar is relatively thin on Monday, with data on personal income and spending for May due at 8:30 a.m., ET.

In London, Chinese Premier Wen Jiabao is meeting with U.K. Prime Minister David Cameron on Monday to discuss bilateral business opportunities as well as cooperation on global issues such as climate change and international security.

European equity markets were trading slightly higher Monday, with the Stoxx 600 index up 0.3% in intraday trading.

Sentiment was cautious, however, ahead of a Greek parliamentary vote on additional austerity measures expected later this week. Approval of the measures is a condition for the release of more aid to Greece by international lenders from the bailout package agreed last year.

"This would undoubtedly buy Greece some time and help sidestep a near-term default in July, but the more medium/long-term insolvency issue will remain untackled," Deutsche Bank said in a note to clients.

The euro edged up 0.2% against the dollar to $1.4204. The dollar index, which tracks the performance of the greenback against a basket of other major currencies, was little changed at 75.589.

After the U.S. stock market closes, athletic footwear and apparel firm Nike will report its fiscal fourth-quarter earnings.

In Asia, most equity markets posted losses overnight, with Japan's Nikkei Stock Average falling 1%.

The rules may be different now, but the controversy continues to whirl and spin.

Some current and former skaters say the new merit-based rules, which have been used in the Vancouver Games, sacrifice artistry to arithmetic. Others think the system is just as subjective as the old one.

The loudest complaints are coming from members of the Russian skating federation who think silver medalist Evgeni Plushenko was short-changed out of a gold medal in last week's men's competition.

Mr. Plushenko has been suggesting publicly he was robbed because judges didn't award him enough points for completing skating's hardest jump, the quadruple toe loop. After his performance, Mr. Plushenko said "now it is not men's figure skating—no, it is dancing."

In an interview Wednesday with Rossiyskaya Gazeta, the president of the Russian Figure Skating Federation, Valentin Piseev, said that the new rules system "distorts the meaning of sport. Who does not understand that jumps are the basic element in figure skating?"

Reached in Vancouver on Wednesday, Mr. Piseev said the new system doesn't reward athletes who try difficult and risky moves and thus puts countries with the best-trained skaters at a disadvantage. "This system was adopted to even out all countries," he said. Mr. Piseev said he's planning to send a letter to the International Skating Union expressing his concerns.

Many experts believe skating's international judging system, or IJS, has brought more stability to one of the most subjective competitions in sports—and one long-known for expressions of nationalist bias and other antics. The debates that have emerged in Vancouver revolve, for the most part, around rivalries on the ice—between individual competitors—rather than off the ice, between countries.

The ISU didn't respond to queries about Mr. Piseev's latest complaints. But in an interview on Monday, ISU president Ottavio Cinquanta said that while the new system was "not perfect," its "structure is good and satisfactory" because it quantifies a subjective concept.

"How many people can understand if a piano player is perfect? Figure skating is the same," Mr. Cinquanta said, adding that the ISU will continue to adjust the values assigned to specific figure skating moves.

Mr. Cinquanta said skating needs well-rounded competitors and shouldn't be boiled down to simply who does the most jumps. "If you want to jump, go do track and field or pole vault," he said. "This is not the circus."

Under the old system, judges compared one skater to the next. A rating of 6.0 would be assigned for a perfect performance, but specific moves weren't graded. Under the scoring system instituted in 2004, each skater is judged on his or her own performance, by a combination of judges and technical experts. There's no perfect score—instead, points are assigned for completing certain moves as well as for the artistry of the overall performance.

For instance, a triple axel jump earns 8.2 points in the men's competition, with points added or subtracted based on how well the jump is executed.

Figuring out how to win a competition involves a lot of math. Italian ice dancer Massimo Scali felt the bite of the new system during a performance last week. Mr. Scali said he lost two points because he only touched the back of his skate blade during a complicated move, instead of grabbing it. The next night, Mr. Scali said he paid closer attention to the move and earned full marks.

Many skaters think the new system gives them more useful feedback. Canadian Scott Moir, who won a gold medal here for ice dancing, said under the new system "you get rewarded for exactly what you do." If the marks are unsatisfactory, "you can see it there on a piece of paper and go home and improve."

Vancouver organizers introduced a live radio broadcast called Axel Radio that offers audiences live commentary on how skaters are accumulating or losing points. When audiences boo a low score for a performance that wowed the crowd, Axel announcers take pains to explain the judges' rationale.

Katarina Witt, who won two Olympic gold medals in women's figure skating under the old scoring system, said the new one is "more accountable" but "makes the sport about [simply] collecting those points." She adds: "Sometimes it is difficult then to really be emotionally involved."

Sasha Cohen, the U.S. skater who won silver at the 2006 Games, said the new system also forces competitors to focus on counting even while they're on the ice. "It takes away the individuality and a little bit of the freedom of the sport," Ms. Cohen said. "If you hold something one second less, your whole spiral sequence doesn't count and that's eight points less."

Critics also have dinged the IJS for making judging more anonymous. Under the old system, judges' scores were presented along with the countries they represented. Now, judges' names are revealed but scores are randomized. In theory, that keeps the focus on the skaters rather than the judges, and it also relieves pressure on judges.

Yet Dartmouth Economics Professor Eric Zitzewitz argues the anonymity has possibly made things worse. His analysis found that under the new system, skaters have benefited even more from having a fellow countryman on the judging panel. On average, the home-judge advantage of the part of the score that judges influence is 20% higher than under the old rules, Mr. Zitzewitz said.

Ted Barton, a consultant to the ISU who helped develop the new system, said it has "hugely reduced the ability of any one individual to make a difference in a final score."

The judges are chosen randomly, he noted, and the highest and lowest of their scores are dropped. The ISU also reviews judges' performances. Judges found wanting can have their judging privileges revoked, as happened to one judge before the 2006 Games.

The three-month transition period, laid out Monday, comes after questions were raised last week about Penney's plans for the handoff, which included leaving a high number of usual CEO responsibilities under Mr. Ullman as executive chairman for an indefinite period.

The Wall Street Journal reported Friday that management experts described the initial plan for the sharing of duties as unusual and said the arrangement risked confusion in the department store's executive ranks about who was in charge.

As of last week, Penney had set on date to end the power sharing. The board changed course over the weekend, however, and on Monday the company said Mr. Johnson will take full control of the company on Feb. 1, days after the start of the Plano, Texas, retailer's next fiscal year.

Penney shares rose nearly 3%, or 90 cents a share, to $35.19 in 4 p.m. composite trading on the New York Stock Exchange on Monday.

Mr. Ullman, 64, said in a prepared statement that he looked forward to helping with the transition and then stepping aside, "as has been my practice in previous CEO positions." In an interview Friday, Mr. Ullman said Mr. Johnson and the rest of the board would decide "when my help is no longer required.'' And when that occurs, "I'll go the previous day,'' Mr. Ullman quipped. "I am eager to get out of the way when it's the right time.''

Mr. Johnson declined to comment when reached on Monday.

Mr. Johnson, 52, credited with building Apple's ground-breaking retail business, will join Penney's board on Aug. 1 and start as CEO on Nov. 1. Initially, he will be responsible for marketing and merchandise while Mr. Ullman, as executive chairman, will retain control over a number of typical CEO functions such as logistics, corporate strategy, finance and accounting, and stores.

The original division of labor came as a surprise to activist investors on Penney's board. Board member William Ackman, who along with Steve Roth played a central role in recruiting Mr. Johnson to the company from Apple, said the pair weren't involved in discussions about the division of labor and weren't briefed before the company circulated an organizational chart describing the pair's duties to Wall Street analysts.

The chart detailed a division of labor that involved an unusual amount of authority for the outgoing CEO, Mr. Ullman. When a retired chief executive serves as full-time executive chairman, he or she usually handles relationships with regulators, shareholders and key customers.

In an interview last week, Mr. Ullman said he worked out the power-sharing split with Mr. Johnson over the last few weeks, explaining it made sense for him to retain control of a number of functions to ease the Apple executive into his first job in the corner office. Mr. Ullman wasn't available to comment on Monday, a spokeswoman said.

Penney now says it will limit the transition period to the three months that align with the critical fourth quarter holiday sales period, which last year accounted for nearly a third of Penney's annual sales. The long lead times in retailing mean Mr. Johnson's efforts to remake the company likely won't be evident until late in 2012.

"Ron and Mike both believe it would help the transition to have a short period during which they will work together to lead the company," J.C. Penney's lead director Thomas J. Engibous said in a statement.

Mr. Johnson was a veteran of long stints at department store chains Mervyn's and Target Corp. before he joined Apple in January 2000.

GM's Cheapest Gets Pricier

General Motors Co. is making a big bet on its smallest car, pricing the subcompact Chevrolet Sonic at a level comparable to well-established imports.

Due out this summer, the car will start at $14,495, or $2,500 more than the model it replaces. The higher prices reflect a car loaded with features including 10 airbags in hopes that customers will pay up.

GM is introducing the U.S.-made Sonic as its entry-level car, a category where consumers go for low prices and the auto maker has been forced to rely on low prices to compete with asian rivals. The Sonic replaces the Chevrolet Aveo, built in Korea.

If the plan fails, GM could find itself stuck with a money-losing car plant. As part of a 2009 deal with the United Auto Workers union to slash costs as GM headed into bankruptcy protection, the company agreed to become the first—and only—manufacturer to build a subcompact in the U.S. It wouldn't disclose production for the vehicle, but says it will run two shifts a day at the Sonic's Michigan plant.

Ford Motor Co. at one point looked at making a subcompact car in the U.S. but ruled it out, according to people familiar with the matter. Even at GM, some top executives who joined after bankruptcy questioned the logic of the move, people familiar with the discussions said. Last year, the UAW agreed GM could staff the factory with lower-wage workers in a bid to make the plant profitable.

"There is going to be a lot of scrutiny around this car and GM needs to hope that customers accept this [higher] price point," said Bill Visnic, an analyst for car-research firm Edmunds.com. "Everybody is trying to determine what people will pay for a subcompact car now."

He thinks the price—less than Honda's built-in-Japan Fit subcompact but slightly more than Ford's Mexican-made Fiestas—will sit well with U.S. consumers.

Some dealers think the strategy can work. Cost and fuel economy are typically the top priorities for Aveo buyers, said Mark Maybee, sales manager at Spitzer Chevrolet in Lordstown, Ohio. But he believes even deal seekers are willing to pay more for a better car. On Friday, he sold an Aveo for $16,255, Mr. Maybee said. "Customers are starting to realize that they can get a better car," he said.

GM says Sonic can be the first successful U.S.-made subcompact because consumers are demanding more and willing to pay more for small cars with good fuel economy, said Margaret Brooks, marketing director for GM's small cars.

"We want people to show up and actually be able to leave the dealership with a car that costs $14,495," Ms. Brooks said. While the Aveo's starting price was under $12,000, customers bought models costing $15,100 on average, says Edmunds.

The pricing strategy worked for GM's Chevrolet Cruze compact car. The Cruze is a size larger than the Sonic, and replaced the budget Chevy Cobalt.

With the Sonic, GM faces an even bigger challenge. When GM launched a redesign of the Aveo in 2007, a key bragging point was that it was the lowest-cost car sold in the U.S. It had crank windows, undersized tires and lacked air conditioning and anti-lock brakes.

So far this year, Aveo's average selling price is $15,103, according to car shopping site Edmunds.com. Only the Accent, made in Korea by Hyundai, has been selling for less than the Aveo, with consumers paying an average of $15,062, according to Edmunds. Ford's Fiesta and Honda's Fit sell for more than $17,200 each.

A wonderful day out to be had in the fantastic city of Den Haag, or The Hague is it’s better known to native English speakers. This is the Binnenhof, the parliament buildings, which translates in English as ‘inner court (yard)’.

I really ought to spend more time here, great architecture, friendlier locals, expat central! I heard so many foreign tongues today and many, many British voices which put a smile on my face and made me feel less ‘foreign’!

Rond 1730 werd ten zuiden van de parochiekerk van Sint-Baafs-Vijve (Wielsbeke) een nieuwe pastorie gebouwd. Rond 1855-1860 werd de pastorie volledig heropgebouwd. In 1983 werd de pastorie verbouwd en ingericht tot museum, gewijd aan schrijver Andr Demedts (1906-1992). Demedts werd in Sint-Baafs-Vijve geboren werd en er opgroeide. Zijn ouderlijke hoeve 'De Elsbos' stond aan de Drogenbroodstraat. In 2011 onderging het Andr Demedtshuis een grondige facelift.

I was born and raised in a city in the middle of Finland, so I rarely had a chance to see the sea when I was young. I think that's why seas both fascinate and terrify me; to me the open waters feel simultaneously incredibly exciting and dangerous.

And I certainly have quite a bit of seawater in my blood - for hundreds of years my ancestors lived as fishermen on the shores of Gulf of Bothnia.

Manager Capello blamed Saturday's sloppy performance on fatigue, with many of his side having played more than 50 games this season.

But captain Terry, who last night completed a half-century of matches for club and country this term, completely rejected that theory, saying: "We're certainly not going to come out here and use an excuse like that.

"We've had 50, 60 games this year so another game's not going to make any difference at all."

Chelsea skipper Terry cited a first-half malaise as the key factor behind yesterday's result, with England falling 2-0 down to a pair of soft Tranquillo Barnetta free-kicks for Switzerland.

"They weren't particularly good free-kicks at all, either of them," said the defender. "We should deal with stuff like that.

"The first one, there's enough of us in the box to clear it, and it's gone straight in. So disappointed with that one.

"I haven't seen the second one. But it's not about digging out individuals.

"We work on that as a team and collectively we take that responsibility.

"We're out there together, we win together and we lose together. We were after a result, which we clearly didn't get, so we're going away very disappointed."

England immediately pulled a goal back through Frank Lampard's penalty and Ashley Young came off the bench to equalise early in the second half.

Darren Bent then wasted two glorious chances - the second a virtual open goal - to seal all three points.

Terry said: "Unlucky. I thought Youngy made a big difference when he came on as well, with his goal and with the chance for Benty. Some days they go in and other days they don't.

"I thought we showed an awful lot of character to come back in the game and give ourselves a few chances to go on and win it.

"First half, we didn't really get out of the blocks and the tempo was a little bit slow.

"I thought the way we played second half was quite encouraging and I thought we had enough chances to go on and win the game 3-2 or 4-2.

"We didn't get the luck we deserved but we've got three games left and hope to win all three."

Montenegro failed to make England pay last night by dropping two points themselves in a 1-1 draw against Bulgaria.

The two sides therefore remain level on points going into their final three qualifiers, one of which will see England travel to Podgorica.

"We're right in the race still," said Terry. "We still need to go there and that now becomes a must-win game, so we're looking forward to that."

The Montenegro match looks like deciding the group.

"Absolutely - it was always looking like that anyway," said Terry, after what was his final game of the season.

The 30-year-old is now "looking forward" to a holiday ahead of next season's exertions.

"We get three-four weeks off now, so go away, have a couple of weeks off and get going again," he said. "We need to get going again and pick up a win after this."
